Why turbo timer is needed for some people:

When we're late we rush, drive fast and dont have time for the engine to cool down to normal temp because rapid cooling is not good contraction and expansion thingy so you need turbo timer or the more expensive rmote strt thingy haha

Better Get the 35Th HKS anniversary One cos its limited Timer until 15th august.

I don't think application of the turbo timer is to let the engine to cool down to a certain temp...As it is already stated 'Turbo Timer'...so it's actually for a Turbo to cool down...
